Committee on Human Resources
Mandate
Make recommendations to City Council on human resources issues related to the Committee’s mandate.
Responsibilities
1. Respond to Council requests for information;
2. Review management proposals on the development of new policies
related to human resources or on modifications to existing
policies;
3. Approve rates of pay for non unionized positions;
4. Recommend hiring, permanent positions and, if needed, termination
of managerial staff as stipulated in staffing policy;
5. Review the recommendations of the Chief Administrative Officer on
staffing plans and inform Council of management priorities before
budgetary processes begin:
6. Provide recommendations to Council concerning guidelines that will
be given to the Chief Administrative Officer concerning collective
bargaining with city unions;
7. When needed and according to the established procedures outlined
in the collective agreement, meet with the union’s grievance
committee on a particular issue when a grievance has been filed as
outlined in the collective agreement of CUPE local 4679.
Membership of the Committee
The Committee will be composed of six (6) members
■ four (4) City Council members
■ the Chief Administrative Officer (ex-officio)
■ the Director of Human Resources (ex-officio).
